I recently obtained a position as Technical Support Product Training while I am on a work permit in Canada (20 Month Contract) in an Healthcare company. So, when I file for my PR after a year, does this qualify as job experience?

Yes it does. For the purpose of CEC, make sure the job is NOC B or higher. I would also suggest that you look into PNP options as well.

So even if it's written contract on my offer letter it's counted right? Because there is a lot of confusion and people says if it's written contract then it's not valid job experience and needs a full time permanent

What do you mean by 'written contract on offer letter'? Is it a valid contract for work or not? Will you be working 20hrs or more? are you on a valid open work permit or this employer specific permit?

Work experience is based on both full time and part time work arrangement. There is no requirement for full time permanent unless you are applying for a specific employment PR stream. CEC is not employment specific but PNP is. PNP may require full time employment but not necessarily permanent. If the contract is over one year with a reasonable indication of renewal that should be fine for PNP.

If this does not help you will need to be cleared with what you are asking.
