Has anyone been able to contact IRCC through phone recently?
I have tried calling 888-242-2100 a multiple times - but after a ten minute IVR the call disconnects.
I have sent a web query, havent got response to that for a long time either.

I have been able to contact them using the TextNow app. Try using the TextNow app and get a local Canadian number through the app.

You can call this number from within Canada only or using a local number obtained from apps like TextNow. Good luck.

I don't think it will help. Did not know that you are calling from within Canada.
