Go to http://www5.hrsdc.gc.ca/NOC/english/NOC/2011/OccupationIndex.aspx then search for the Contruction Manager in the quick search box at the left-bottom side of the page and thoroughly study what's written in the job description there. If your brother does the same or nearly the same, then he's eligible to apply under this NOC code.
