My partner (27 years old, male, Canadian by birth) and I (26 years old, female, Mexican) wanted to get married in April, but we can't because of COVID19. I have been in Canada since July 2019 and my visitor visa is going to expire in June 2020. I don't want to go back to Mexico since there are not good health regulations and the risk of contracting the virus is greater than here. Is there any chance that we can apply for Conjugal and as soon the city Hall is open to go and get married?. I don't know how to proceed with an application or if I should extend my visitor visa once again (already did it once in January) until we are able to marry and then apply for spousal.

The short answer right now is no. IRCC has announced a number of exceptions due to COVID-19. However relaxing the rules around the conjugal definition is not one of them. Given there is hope the COVID-19 situation will not be prolonged, strongly recommend that you wait until you can get married before you apply or until you have completed a full year of cohabitation. If you apply through conjugal, good chance you're setting yourselves up for a 1+ year wait only to be refused.
Yes - you can certainly apply to extend your visitor status.

Wanting to marry and apply for sponsorship is fine for applying for an extension. Ensure you submit sufficient proof of finances. You should also consider paying the full PR fees and including the receipt to show you are serious about sponsorship.
