Confusion regarding stipend from the university+independent company

I am doing an internship that is being funded by the university, an independent company and an NGO( they all are putting 33% each) . I will be getting paid stipend/scholarship through the university account, as the company will be giving money to the university and the university will pay me like any other scholarship. The internship I will be doing would be like a research project for the independent company. Would this be consider on campus employment or off-campus? I am an international graduate student and this internship would not go towards any program credit.
