I completed my btech in electrical with 6.5 cgpa ..the consultancy told me that my academics was low to apply for masters. Now i have doubt that can i apply for one year pg diploma course and after completing the pgd course with good grades ,can i apply for master on basis of grades of pg diploma

Your B Tech marks will always factor intimaters acceptance. You likely need high 70s or even 80s to get into a masters program. Not sure how low your marks are.
