Confusion in Applying for WES

I have completed my graduation from Delhi University, which has around 70 colleges under it. So, while filling WES application form, I want to know if i need to write my college's name or university name in Institution name section.

Please help me out. Further, my college does not have an autonomous status.

A friend has suggested me the following:
Name of institute: College Name (University Name)
City/town : of the college, not University.

College/University/Institution name : University of Delhi
City/Town: Delhi

You enter the name of the institution that awarded you the degree, your college did not award you the degree, DU did, so enter DU.

Name of institute: College Name (University Name)
City/town : of the college, not University.

So, the place where i studied should be entered in the column ' city/town'. I thought it to be my place of residence as WES states that it delivers a physical report.

Personal address and institute address do differ.
If institute address is not asked, why give it.

you need to select University Of Delhi. Not the college.
