Confused about selecting the right NOC Code for B.E Civil, MSc. Project Management, PMP Certified

Hi Everyone

I am Pakistani national working in UAE as 'Planning Engineer'. I am confused about selecting my NOC Code from following 3 possible options

1. 2131
Because My B.E is Civil Engineering. But there is no option on list in 2131 as *Planning Engineer* or *Project Planner*

2. 2153
Because title is exactly same as my both UAE Visas (*2015-2017* & *2017 to present*) *Urban Planning Engineer*. But Core education is Architecture and work experience should be in Town Planning but my experience is Project Planning

3. 0211
Because I have MSc. Project Management (ECA Received as Master's degree), PMP Certification And Working on Project Planning and Project Control duties. But, I am not at managerial position.

Also, does NOC only matter for immigration or you have to stick in same area when searching for the job in Canada?
