Confused about outland fees

I'm confused.

I'm sponsoring my spouse. I think I pay 75 + 475? Seems too cheap to be true?

Any clarity on this would be greatly appreciated.

The total amount is 1040$:
550$ (75$ sponsor and 475$ spouse) PLUS 490$ (Right of Permanent residence fee).
