My sister have received LOA from Conestoga College: Guelph Campus. She is been asked to pay deposit of $1500 ( Non refundable fee).
We are in a dilemma if her student visa gets rejected will this $1500 deposit fee will be refunded or not.
Experts please advise.

A superfluous question, is it not? Nevertheless, I understand it is confusing as an applicant, so I understand your worry. Non-refundable means it will not be refunded under any circumstances. If you do not pay it, there is a possibility they'll give your sister's place will to another student (who pays the fee). Colleges and universities mint money through international students, and these deposits are one way they do that.
If you pay the first semester or year's tuition fee, yes. That can be refunded under the rules of the college of course (if your sister's visa is rejected). However, I urge you to read about Conestoga's rules for refunds. There will be a deadline for that.
