Conditional offer letter without IELTS for Uni of Manitoba ???? it's urgent pls

I want to persue M.Engg course in civil engineering from University of Manitoba. But I'm facing a problem. Actually I have all the required documents except IELTS score card. My IELTS test is due on 25th of july and I'm expecting to receive my IELTS score card till 14-15 August. I want to know Can I apply for Conditional offer letter to get admission in preferred course ? because the deadline for application form is August 1 for Winter 2016 session. Kindly inform me as soon as possible.

Harman contact the university by email or phone,thts the best option,seats fill fast in university of manitoba

Sorry to say but there is no way you can receive conditional letter without Ielts, acc. to my knowledge Canadian uni/coll falling under spp cannot give conditional letter until and unless you provide the Ielts certificate.

Harman my friend has got an conditional letter from an spp college without ielts,the college gave him unconditional offer letter after ielts exam.But about university not falling under spp there is no guarantee for conditional letter.Harman best is to call the college and confirm,donot wait for email response.

University of Manitoba is out of SPP list. It's 'possible' to get conditional letter pending IELTS results.

Hi,
I have got conditional letter from Ottawa based Non-SPP College for One Year Post Graduate Certificate course in Computer Technology.
I will be thankful If someone can clear my doubts

If I paid 1st Semester fee and got study visa on conditional letter and later could not secure required band in IELTS.
Then what will happen ????
* Will I get my Fee refund ?
* College will chance to enroll ESL
etc...

Please Help
