Concordia and Seneca - confused about when to apply

I am planning to study in Canada for January 2014
I have already applied to Concordia University for Master of Engineering in Software Engineering program.
The decision of my application may come in october.
As a backup I also want to apply to Seneca College Project Management-IT(co-op) Program.
However, Seneca will make a decision in 15-20 days and then I will have to pay the fees to confirm my seat.
Now what if seneca gives the decision before the decision from concordia arrives? or if by the fee payment deadline of Seneca, the decision from Concordia does not come?
When is the right time for me to apply to Seneca in order to avoid this situation?
My first priority is Concordia...

You can apply for Seneca or any other college
As you can see Concordia has started giving offer letters so you can expect Concordia offer letter in September.
In case if its taking time by that time you can confirm your seat for Seneca
