Since you are a Canadian, why don't you think about sponsoring him under the 'Spousal Sponsorship' category. If he is applying as an inland candidate, he may be able to get an Open Work Permit in 4 months

They are not married (reference boyfriend) and common law sponsorship requires 12 months of unbroken cohabiting which they don't have

He was able to come back to Canada and start work again at the start of July

So it's unlikely she would be able to sponsor him.

We're thinking of doing a quick courthouse marriage if this is our best option
