Yes. It is, in essence, the complete package.
You will have 3 `sections':
1. Sponsorship forms and required documents.
2. Applicant's forms and required documents.
3. All of your evidence (proof) of your relationship, including the all-important proof of living together for at least one year prior to the day that you send in your application.
4. Receipt of payment ($1040* total).
*- Does not include the $255 for an OWP that Inland applicants are eligible for.
The correct application fee would be the "Pay your spouse or common-law partner, dependent children (including adopted children) and other family member outside Canada class fee", is that correct?
Sponsor assessment- $75
Applicant- $475
Right of Permanent Resident Fee (RPRF)- $490
$1040 total.

You'll also need to pay the RPRF (which is not shown on that page, but I'm sure you can find it on CIC's website).
The RPRF can be deferred, if needed, but may add a delay to the processing.

No, $1040 is the total WITH The RPRF. Your extra costs on top of that will be the medical exam ($200-300), fingerprints, photos and possibly cost of police check(s) depending on the countries you lived in.
The transitional provision is nothing to do with you. That's just for people who applied for PR with dependants of a certain age before they changed the minimum age for a dependant.
No, the RPRF is included in the $1040 (re-read my earlier post).

Police checks are free for me, I already asked for one to be sent to me.
So $1040 (sorry for mis-reading, whoops, kind of panicked right now) plus the medical exam and the rest. Oh boy.
Well, I hope that covers it all at least. It would be a shame to get even more surprises, I'm not exactly the most financially stable person out there, believe it or not. It's all worth it of course, but still.

About the outland application, where exactly can you apply? It doesn't seem to be an option on the cic website, or I just might not be good at searching (which is more likely if you ask me).
Also, do you need to apply outland for both the sponsorship and the PR?

Despite the wording of the site, all outland means is the app is processed at an outland visa office. The applicant can be in or out of Canada, it really doesn't matter.
And the sponsorship and PR app are all one and the same, it's all included in the outland package in link posted. Entire thing is sent as 1 complete app to Mississauga office.
If you are tight on cash, the $490 RPRF can be paid later on closer to when app is ready to be finished, although to get quickest possible processing time its advise to pay it upfront.
