If the principal applicant leaves the dependent can stay. Once you are a PR, you are a PR. They don't take it away based on the scenario you have presented here.

Yes as long as both PRs have full PR status, and not Conditional PR (Condition 51) which would only happen if one PR sponsored the other PR as common-law partner under family class. If one PR has conditional status, then of course they must live with each other for 2 years after getting PR.
