This link states who is eligible and the conditions required to apply to TWP from inside Canada. I am not sure if being on a 6 month visitor status (since you're visa exempt) is the same as having a temporary resident permit, which is what is required to apply within Canada.

As far as the PR application, if you are a british citizen you can apply through London. You can also apply through a VO of a country you have been legally admitted to for a year or more. For e.g. if you got a 12 month work permit for the USA, you could apply through the Buffalo office.
Besides if you are staying in canada then you won't be resident in Italy. Are you an Italian citizen too?
 
Yes, I also have italian citizenship.
And for a PR application, I thought I should go through the Rome office because I will legally keep my residence in Italy during the processes, even if I'll stay in Canada on a visitor status. Is this correct?

And even if London is a bit faster, I think Rome would be better because I have never lived in the UK. Maybe, officers in Rome are more used with italian documents I might need to submit. They still need to be translated, but at least they are used at them... or no?

I'd go thru Rome, but you could go thru London if you want. I'd pick Rome simply because it will be easier for them to do the background checks, since you lived in Italy and have never lived in England. The average processing time is just an average - lots of people get their PR faster than the stated times.
