Hi,

1- What is recommended to pay for sponsoring the spouse or partner?

a- Sponsorship fee ($75), principal applicant processing fee ($475) and right of permanent residence fee ($490) = 1,040
OR
b- Sponsor your spouse or partner without right of permanent residence fee
Sponsorship fee ($75) and principal applicant processing fee ($475)

2- Is the IMM 5401 the same as the RPRF (Right of Permanent Resident Fees)?

You have to pay the RPRF fee at some time so is up to you whether you pay up front or later. Paying later can result in a slight delay whereas paying upfront means all done.

Cannot really answer on Imm5401 although this link suggests no longer valid
