I live in Washington State in the United States which does not acknowledge common-law marriages. What is the solution for finding a notary public to sign form 5409E? What documents do I need to provide if it can be done?

We had our declaration notarized by a notary public in a non-english speaking country where common-law relationships are not recognized.
Have you attempted to do this in Washington and were turned away ? If yes, head to Pittsburgh in Pennsylvania where common-law relationships are recognized and have it done there. Treat it as a vacation.
