Hello im a Canadian citizen by birth about to sponsor my long term girlfriend from the Philippines. All our documents are prepared, we're double checking IMM5589 to make sure we dont miss anything. Eventually My spouse plans to work, are we supposed to be filling out a form for OWP and attach together with this common law application?
I was just reading about OWP on a Canadian spouse immigration Facebook page and am now confused if im missing this?
OWP is only available for spouses who are in Canada and applying for PR inland sponsorship. If you are submitting your PR application for your common law while she is in the Philippines (outland), then you don't submit an OWP. If she is with you in Canada and you are applying for PR inland, then OWP is available for her if she wants to work in Canada while waiting for PR.

Since you, as a sponsor, are living outside Canada, assuming you are Canadian, you would need to provide proof of moving back to Canada with the application. If you're PR, you cannot submit an application until you are back in Canada and remain there until PR process is done.
