My sponsor/common-law partner is trying to claim me on his taxes in Canada, but it's requiring me to have a SIN. But I don't have one yet because we're in the process of applying for PR card. !? How is he supposed to claim me as common-law on taxes if I can't provide the thing that I can't get until after receiving a PR card...which I can't get yet but we're still common-law?
I feel trapped in a loop and very confused. Can anyone clarify this? Is there a way to claim me without the number?

I am a Canadian citizen and my wife landed in Canada on Feb.2, 2017. She received a S.I.N. on the same day. Can I claim her on my 2016 tax return, even though she landed in 2017? She has no income for 2016 and is not working presently.

He can enter 000 000 000 for your SIN. This is an understood way to indicate the person is a non-resident doesn't have a SIN. If tax program you're doing doesn't allow this you may need to write by hand (or just write "non-resident, no SIN") and mail tax return in. CRA deals with this all the time.
For him to claim you for tax deduction under spouse/common-law partner amount, this would require you are living together while waiting for PR.
If she wasn't living in Canada with you in 2016, you can't claim her for your 2016 taxes.
Claiming a spouse living outside Canada is incredibly hard and requires lots of proofs of supporting them (i.e. regular money transfers with receipts).
