Hi,
I need to fill in the form 5409 which needs to be undersigned by either 1)Notary Public 2)Commissioner of oaths 3) Commissioner of taking affidavits.
What is the difference between the later two?
And since the notary in my country cannot notarize non-english form. Can I ask my friend who is a registered U.S. attorney to sign?
