Can anybody please clarify the Commission on Filipino Overseas (CFO) PDOS Seminar for all immigrant classes coming from the Philippines (which from my understanding is MANDATORY??).
On their website it says:
"The following emigrants are exempted from attending the PDOS and registering in person with the CFO, provided that they are registered by a proxy:"
"Those who are 60 years old and above; " ...

Dose this mean a senior more than 60 yrs old are exempt? But the guide says Phils. Bureau of Immigration will check a sticker attached to the immigrant's passport upon leaving Manila and if this sticker is not present, the person won't be allowed to leave (really??).
