I am currently enrolled in a 16 month course and i am about to complete my first semester and i found another course of 12 months with 3 semester so if i transfer to that college what are my chances of getting a work permit and of how many years as i will be getting completion letter of 1 year as the course has 3 semester and 1 semester's transcript from the current college.

Please help me out

That depends on u and your reasons for transferring in the first place, nobody can really help with that. If you want 3 year pgwp u should do elligable 2 year program or two 1 year programs back to back.
