Co-op without Work Permit?

I applied for a study permit well before October 7th, which is set to expire on March 16th. I needed to extend my visa because I added the coop term to my degree so on October 27th, I submitted an application to extend my study permit and requested a coop work permit in the same file. Although my study permit extension was approved, it appears that the work permit was not issued (possibly overlooked during the processing of the study permit extension). Despite submitting a web form asking about the issue, I have not received a clear response from IRCC. Instead, they only confirmed that my study permit extension was approved ignoring my question regarding the coop work permit. I am concerned about whether or not I am allowed to start my coop without the work permit, or if I need to apply for a separate work permit.
