The immigration website is silent about it and by default all ID cards of Pakistan are in Urdu. You cant get it in English

All the Certified copies to be submitted to the CIC must be either in English or French. If not , you must get it translated and get both the copies certified before you submit. Certifying means attestation by a Notary Public in Pakistan. So your options are:
1. Go to NADRA and re-apply for English CNIC by NADRA (Actually for overseas Pakistanis but you may apply for one in Pakistan)
2. Get the English Translation form some Translator or do it Yourself
