Clarify Pr for essential worker

Hello Guys, I was a sales associate at the Hershey store doing cashier work and in Niagara for 7 months then 2 months part time and 3 months full time to this date at Walmart with a promotion in the 1st 2 months based on the Essential worker list on cic it’s says and Other sales occupations would be eligible for the essential worker stream
And would essential mean that the should of been open during locked down it’s confusing the list even says construction labourers if so were some construction sites not close during pandemic ? Can any one give clarity
