My spouse's PR application was returned with an "incomplete document" message on IMM 5533, specifically related to the Marriage Certificate section.
Our marriage was held in Pakistan, and we submitted the NADRA Family Registration Certificate (FRC), the Union Council certificate, and the Nikkah Nama. While the NADRA FRC and Union Council certificate are attested by the Foreign Office, the Nikkah Nama copy is not attested. Could this be the reason the application was returned?
Has anyone experienced something similar, or does anyone know if this attestation is necessary?

Submitted again with translation on 05 Nov but as new application.
Received BIL on 03 Dec.
Pre-arrival on 11 Dec.
Linked application with gckey and tracker.
As per tracker, eligibility is completed on 11 Dec, background check in progress and medical exam as not started.

Do you really need to attest the FRC and MRC from Foreign office? haven't seen any such requirements on IRCC page for Pakistan.
Also, Did they specifically said that it is returned due to incomplete or non-availability of nikkah nama translation?

They didn't mention details, just missing translation. I got nikkah namma translated from an authentic translator and submitted it again.
Translation copy was not attested from Foreign office, application got accepted and now is in processing. Thou FRC and union council certificate were attested from Foreign office.

Thanks for your response mate. I have seen all country specific requirements for Pak. It does NOT mention the requirement for FRC and MRC attestation from Foreign office. Yet, I have seen a couple of people saying they also got some docs attested from Foreign office, not sure for what reason. Can you please help me with one more question: My application got returned with the reason mentioned as "your submission has been made through the PR Portal incorrectly, and completeness is not assessed yet". There was no document mentioned specifically which needed addition or correction.
The process I followed is mentioned below. Please let me know if it is correct.
Created an account for Principal applicant (only) on PR portal. (The sponsor did not create any separate profile for themself for sponsor eligibility assessment, assuming that it is an internal process for IRCC). Uploaded forms 1344 + 5532 (both forms signed by both sponsor and PA), 5533, 5536, 5475, 5476. Did not attach 5546 due to No Milit BG. Filled up following digital forms, 0008, 5406, 5669, 5562. and provided other Mandatory and supplementary info for proof of relation etc.
Need to know if Sponsor need to create his own profile, which gets assessed by IRCC, and only after IRCC approval, we create a profile for PA and add all document in it.. Is it the process OR we don't need to create a separate profile for Sponsor first?

Yes, you don't need to create account. I uploaded all docs mentioned in country specific section, mentioned N/A in military doc etc. Sponsor doesn't need a profile/account.
Here are my details:
Submitted PA application on PR portal
Returned the application with specific details that marriage certificate translation is missing and checklist doc (as it also mention the marriage certificate).
Uploaded the translation of Nikka nama and corrected check list document. Submitted again.
Got BIL, pre-arrival and MIL.
Sponsor approval not received yet.
