I have a question if anyone has feedback. So I landed and got PR card in October 2008 and by October 2013 I had completed the 1095 days while travelling to home country and for work. I then moved to Dubai as got a job there and did not apply for citizenship. I am thinking of submitting citizenship application based on the fact that I completed the residency/physical presence requirements. Is this valid if I sign 2013 and send it or I have to sign it 2022 and go back 5 years from 2022 in which case obviosuly I didnt stay the requeired 1095. thanks

Zero chance this will work. No point even trying. You don't qualify for citizenship.
The five years period is determined from the time you apply. You can't sign the application with a 2013 date and expect that it will be accepted. You have to sign the application with a current date.
To qualify for citizenship, you need to have 1095 days in the previous five years from the date you apply. You don't meet this requirement and will be automatically refused.

Want to add that if you have been living outside of Canada since Oct 2013 unless you fit in some special criteria, you likely do not meet your residence obigation. (RO) And your PR may be revoked.
btw.. I am really confused... I thought you are already a Canadian citizen...
