Clarification for the new physical requirement for Citizenship does an applicant needs to be in Canada within 5 years even though the applicant already stayed in Canada for more than 3 years as a Permanent Resident?

It says at least 1,095 days in the last 5 years before you apply. So, if you have been physically present in Canada for at least 3 years as a Permanent Resident for the past 5 years then you are eligible assuming you meet the rest of the requirements. I do not understand where the confusion is.
