I'm a Canadian PR currently working on a two-year secondment assignment in Asia. My wife accompanied me and our baby is scheduled to be born in Hong Kong next month.
My wife immigrated to Canada as a minor with her parents about 20+ years ago so I believe by definition she is a naturalized Canadian citizen. She was born in HK.
In this case, is my newborn baby automatically Canadian pursuant to the citizenship by descent rule since she is the first generation born outside Canada? Any experience applying for citizenship certificate in this case?
Did your wife actually acquire citizenship while she was in Canada? Unless she has applied and been given citizenship (or her parents did) she may not be a citizen. You don’t gain citizenship just by living in Canada. The easiest way to tell would be if she has a Canadian passport.

Hi, yes she has a citizenship card and passport. Her parents applied back then and she was included in the application as a minor and fulfilled requirements living in Canada. Thanks.

Then the mother will have complete certain citizenship forms (can be obtain in person at the consulate in north point or download), take the child for photograph (according to the specs), relevant docs (specified in the checklist) and submit them in person and pay fee at the consulate in north point.

Thank you. I know that obtaining citizenship cert takes a while. Are you aware of any means of traveling back to Canada as a family while baby's certificate is still in process?

She can request a limited validity Canadian passport for her child with the citizenship application at the same time. For this passport, the child can travel back to Canada with parents.
