Hi, my sister sponsored my mom and I at 1979, my mother and I both became naturalize Canadian citizen in 1983. I got married with my present wife in 2012 in China ; we apply for her PR same year. get refusal so we appeal and won, during the reprocess the case we have a new born baby in China ; just wondering will my son a canadian citizen by birth or he have to apply for PR ? sorry for my poor english

Yes I believe the baby is in fact a citizen.
My children were born on or after April 17, 2009
Your children will only be Canadian at birth if you:
were born in Canada, or
became a naturalized Canadian citizen before they were born. (If you were adopted, see the exception below.)
My only concern is if she declared the dependant before she got her PR? As if you don't I think that could be considered misrepresentation...
