On the cic website it states that the processing times are based on visa offices outside Canada and that its based on 80% of the applications. It does not state whether these applications were made inland outland, partners together inland or together outland ect. Is this number the average of all kinds of aplications? May be a dumb question but i couldnt find anything clear about this on the processing times link at cic.
You just answered your own question - your first sentence says "are based on visa offices outside Canada." When you click on the link here: http://www.cic.gc.ca/english/information/times/perm-fc.asp, you'll notice that the top of the table says "person to be sponsored lives outside of Canada." That's refers to the technical term of being outland - you can physically be in Canada but be applying "outland" (although most people are not); the reverse is not true for inlanders. Moreover, CIC does not process inland application at visa offices outside of Canada so if the VO is in another country, it's evidently an outland app.
