I would recommend to take a look at the UofT Human Resources Management Essentials (https://learn.utoronto.ca/programs-courses/certificates/human-resources-management-essentials). After completing the Human Resources Management Essentials course, and two electives, you can obtain this certificate which can show potential employers that you are serious about this field and you are taking action to get up to date with Canadian standards and regulations in terms of HR. This can be completed in six months, or even shorter, if you can start the HRM course online prior to landing.
HR however is more about networking, so once you become a resident just make sure you start building your network with other recruiters through LinkedIN and other online/offline platforms.
