I was wondering if I can choose my country of nationality's visa application centre (visa office in Cairo, Egypt) as my processing office for a Permanent Resident Travel Document (PRTD) application instead of the visa application centre that serves the different country that I'll be physically in at the time of application (which doesn't actually have its own visa office but is served by a neighbouring country's visa office). I'll be returning to Egypt after visiting the different country to continue the PRTD application in that case.

Thanks for your reply. I’ll be visiting the different country for 3 weeks (so I’ll be on a tourist visa valid for 30 days), then I’ll return to my country of nationality (Egypt).
