children birth certificate which name their parents

according to new delhi vo, children's birth certificate (which name their parent ) is required.
shall we include children name in birth certficate,because there are different processess to get birth cert. with or without child name

include child name in the certificate as you have to send his/her passports to the chc and there will be name in it,moreover for passport also you will need it
