In section 2 of the application form, column section for "Other Parent or Legal Guardian", is it Ok to put my husband's name? Also, is Marriage Certificate sufficient enough and can be considered to say that my husband is the "Legal Guardian" for my child?

Whoever's name appears on the birth certificate or other adoption/legal papers is the other parent in the application. If it's your husband, then he is the other parent.
You may also want to refer to the instructions which talk about supporting documents in case there are court orders or legal proceedings regarding custody as well as acceptable proof of parentage. A marriage certificate is not proof of the child's parentage, but a birth certificate is.
