I would like to know if a child born in Canada to permanent resident parents who live in Canada is automatically considered a citizen or the parents have to apply for permanent residence?

If the child is born in Canada and the parents are not foreign diplomats then yes the child is a Canadian citizen.

As Rigly said above children of parents that are not foreign diplomats are Canadian citizens even if they are here on visitor visa.
