Child born outside Canada to Permanent Residents parent

My friend, currently PR, had a discussion with a CIC officer. And he is now confused about how to bring his child, who is born and resident outside Canada, and spouse to Canada, because of this paragraph "children who are adopted outside of Canada, or will be adopted once they arrive in Canada, can be sponsored for permanent residence, or in some cases can apply directly for Canadian citizenship." on https://www.matthewjeffery.com/canada-child-immigration-sponsorship/

He is convinced that as soon as he gets the citizenship, his child will get it immediately.

adoption is different subject. They need to sponsor their child

Everyone must be PR to get citizenship. They don't count residency days for kids
