CHC London usually works in batches of applications but immigration file can be opened anytime if programme manager wants to do faster processing in terms of medicals or additional documents or whatsoever.

You are right, 42-48 months processing time for SAP FSW from October 2007 to February 2008 applications is impossible from now onwards.
CHC London is awaiting to be instructed from the Canadian Parliament regarding these PR applications but this may not be happened until early July 2011.

Security checks (Background Checks) can only be conducted once because it is a time consuming and an expensive action to perform. Security checks can be pre or post medicals- immigration officer's discretion.
PHEP request will be withinn 2-3 months after medicals provided that you have already been passed at security checks and medicals.
