Hi, asking for a relative who is being terminated from her phd program in Quebec. However, she has been offered a master's program within the same institute. She is currently registered as a full time masters student and has applied for a new caq. Her previous caq for the PhD is still valid.
The University has now asked her to defer her program until summer. The reason given is as she is terminated from the program she has to wait for the new caq.
If she were to defer to summer can she still remain in Canada?

That seems very strange since schools work in semesters. Also very unusual not to face some sort of academic probation if failing versus changing to masters stream. Is there another reason for changing programs versus academic. Is she being given credits for her time in the PhD program? How much time did she spend in the PhD program? Doesn’t she already have a masters degree?

She completed 1year in phd. She failed her comprehensive, hence terminated from the program. The whole thing with the comprehensive was not that straightforward. Anyhow, she was offered a master's right away. The idea was for her to change programs. All her phd credits are now transferred to masters as well.
Question is if she is a full time registered student already why does she has defer until summer ?

So she failed and they are offering to let her continue as a masters student. Assume she also already has a masters degree. This is a very unusual situation. Normally she would be told that PhD is not a great fit and to look for a job. Assume this has to do with the fact that she is an international student and school is trying to allow her to remain in Canada and try and get PR. I have no idea what’s going on. Perhaps they want the province to review her application and be the bad guy. If she already has a masters degree not sure how that province could justify allowing her to do another masters degree in likely the same field as her previous masters degree.

I have seen something similar before but only with programs was a combination masters/Phd or in the US where it is much more common to be able to enter a PhD program after an undergrad. The fact that the school is asking for a new CAQ could lead to a problem. Also are there any classes offered in May? Most masters courses are not available in the spring and most universities shut down for the summer semester (July/August) so can she actually start in the spring or summer semester? Is she doing a thesis starting in May? The timing of the discussions also puzzle me but technically not an issue. The fact that this person likely already has a master in the same subject could raise concerns if ever reviewed by IRCC so not sure if CAQ would have a problem if she already has a masters degree in the same subject. Does she already have a masters degree in this subject? If yes then is there a clear difference between both masters degrees. This is the only potential issue. When applying or the new CAQ if Quebec sees that she already has a masters degree and if a masters degree in the same subject that could be an issue. All these things are impossible to predict. The fact that it is masters program may mean that Quebec may not pay any attention and just sign off on all CAQs for masters and PhDs programs. It is a very unusual situation so impossible to predict.
