I applied for study visa 15 days ago. The application is under process. I applied for for masters at uni in Quebec. Recently I got an LOA from a college (graduate certificate) in Toronto. Toronto was my first preference. But here I am moving from Master to Graduation Certificate course.
Should I withdraw my visa application and file a new one? Or wait for this to approve and the file a new one? I am still outside Canada.
I have heard some say that withdrawing visa has negative impact.
What would be best and safest way?

Some consultants say that it is very risky to withdraw an application and that you'll never get your visa approved thereafter or you'll have lesser chances. Is it true?

You are changing from a Masters to certificate so your chance of approval lowers unless you have a strong SOP. It is your decision. If you withdraw, you don't need to mention it unless the permit is refused.
When I withdraw, do they open my previous file or does anyone ask why you withdrew the application?

You are changing from a Masters to certificate so your chance of approval lowers unless you have a strong SOP. It is your decision. If you withdraw, you don't need to mention it unless the permit is refused.

They don’t ask about your withdrawal. You can create a new file immediately as you are changing DLIs. You are changing from a Masters to certificate so your chance of approval lowers. Masters is harder to get admissions to and is considered advancing your education and career. Admissions to certificate programs is easier and doesn’t require a university education. Showing career and education advancement is more difficult than for a masters.
