Hello, i got my study permit january 2024 for a bachelors program in quebec for automn 2024, and i am now more interested in a masters (same specialty) in ottawa, i want to apply now to the masters program for winter 2025 as the deadline for application is april 2024, and i can't apply for winter once in canada, i'm planning to study the first semester in my quebec bachelors, then change DLI in py cgkey and pursue the masters program.

My question is if i get an admission for the masters before going to canada, does that count as changing DLIs without informing the IRCC, and can the immigration agents find out about it when i land, will i have any trouble ?

The question is why wasting tuition fees for one semester if you have another intention? Two, you are changing level of study and province, not alone DLI.

I havent applied yet but the masters program is better, and i am eligible for a scolarship at the masters which would my tuition very low, also to the wasting of funds, its says on the ircc website that for changing dlis, you must be actively studying, and what does changing the province entail ?

But you will still be paying tuition fee for first semester before transfer to another DLI. The only issue I see here, though I have not come across any regulation is that, your study permit will be printed with the province where you will be studying, and program. Switching from Bachelor to Masters- from QC to ON, you are then cutting down almost 2 or 3 years from your original proposed studies. The more students continue changing DLIs, the chances IRCC will implement another measures to limit as long as there is reason to do so
