Just wondering, is it possible to change university / college after getting visa? For example, if someone gets a visa for XYZ University in Canada, but is not willing to attend, and instead switch his / her course from University to College Level (Like from 4 yrs undergraduate to 2 or 3 years diploma). Is it allowed without informing CHC??

According to official CIC rules:
As a post-secondary student
You may change your school, program and/or field of study without applying for a new study permit. You do not need to apply for a change to the condition of your study permit, either. You may continue to use your study permit as long as it is valid.
If you are changing your level of study (e.g., bachelor's to master's), you do not need to apply for a change to the condition of your study permit, either.
Usually, you need to 1st take admission to the new course you are changing to, show the offer letter of new course to your present college/university, and officially withdraw from your present course.

What if I want to change the university before landing in Canada?
Say i have been issued visa for X university; but after getting visa I applied for another university Y and got accepted. Can i go for Y university without informing CIC? Will there be any problem at POE since my visa was issued for a different university?
From the above link and statement. It doesn't matter.
