Changing college of study right in the first semester

Hi, my cousin just arrived on a study permit to Cambrian College. He was waitlisted at Seneca and now Seneca has confirmed his admission.

The question is can he move to Seneca? He hasn't completed even 1 semester of study at the college for which he was given a study permit.
