Changing a non-accompanying member to accompanying?

Hello. Here is my case:

My sponsorship application was already approved for my mom (principal applicant of PR) and all non-accompanying members.

My mom PR application is processing in Asia office and all other family members were indicated non-accomapnying. And all the members just had the medical exam last month. However, my brother changed his mind (who was qualified as dependent child when application was received by CIC) and wants to immigrate to Canada to my mom now. Because he is no more a dependent child, can I change him to be an accompanying member and how? Will the change affect my mom's application?

Yes, you can change him to accompanying. He is still a dependent, as his age was locked in at the time of applying.
