Are there going to be any changes in skilled immigration to Canada for dentists?How should we proceed now?

Kindly let me know about the expected changes.Are they going to keep language requirements same as last year?

I mean to say if 2012 July is special or every year in July they issue new rules?
 
June end/July first week is the time CIC happens to make changes in immigration process........
