Got this from one of the immigration consultant website................so hurry
Changes to Canadian visa rules
Citizenship and Immigration Canada have this week announced plans to change aspects of the Canada visa process.
The changes, which were announced by Kent Francis from the Canadian High Commission, are due to take place as of April 10, 2010.
The re-structuring of the Canadian visa system follows last weeks announcement of changes to the UK’s visa configuration, the changes in Canada’s policy consist of two main areas.
· English and French proficiency testing
· The priority occupation list
The new rules that Canada immigration staff will act under regard points being awarded for the candidates English and French abilities at the application stage; this will take the form of a written test (IETLS) or documentation proving they have the required level of either English/French. It is being warned by the Canadian immigration department that applicants will not have a second chance to submit a proficiency test beyond the initial application stage.
“Those wishing to submit other proof instead of taking the IETLS will not get a second chance to prove their proficiency.”
The other change, to the occupations list, will take effect as of May 1, 2010, it is not yet known what the new occupation list will be, however, it is anticipated that certain jobs will be taken off, resulting in some applicants that were previously eligible now being refused a Canada visa.

I'm not saying it's incorrect, but I am always skeptical of what the consultants say. They have a huge vested interest in convincing people to apply right now rather than waiting. They get paid nothing if people don't apply, but the more people they convince to apply right now, the more likely they are to get customers and a check. We have definitely already heard about the language change, but there's nothing official about the change to occupations, just a lot of rumors and a feeling that CIC is ready to change it.

You are right, these consultants are doing only clerical work and over charging applicants. One company W---- even claim to be specialist in settlement in Canada also and charge Rs 2,50,000/-. Find on net about complaints against these consultants- cheating and fleecing people. WW--- staff cheated its clients by depositing taking money and making fake drafts in clients name and depositing with company and FIR was registered in PS Phase 1 Mohali and clients had to again repay this cheat company. The scandal is of more than five crores rupees . Innocent clients had to repay again

Actually what the consultant is saying is correct. If you submit written proof of your language ability, CHC will no longer request that you submit IELTS, they will make the decision on what you submitted. I tell you it won't be to your advantage. You can read about it here: http://www.cic.gc.ca/english/resources/manuals/bulletins/2010/ob166.asp

Oh yes, I saw the language one and I agree the consultant is correct, I was talking about the rumors of changes to the NOC list and consultants who press you to apply now before the list changes. Though it's totally true it can change any time, they do have an interest in getting you to apply.

So in fact there is no changes in making initial application becasue its says at the time of application which means when we send application to the visa office. Am I right?

Hi there,
Consultants might have their interest, but applicants' interest is bigger (in applying asap).

So do you think the list will remain like this forever? The consultants are not forcing anyone to apply, they just advise people who care to listen to apply on time so you don't have to discourage people who need to apply on time before the list changes. I would not be surprised if the list changes on May 1 too and from what am hearing from people that I know in canada, NOC 0111 (finanical manager) is going to be scrapped. So my honest advise to people who are planning to apply based on this code is to do as as soon as possible. Noone ever thought they would make test of english compulsory not it has happened. Make hay why the sun shines!
