Changing your Address is one thing, while Changing the Visa Office is another.
At this stage changing the Visa Office might be detrimental to your timeline, as it will complicate things. Now that u have already submitted your meds, it's just a matter of time that u get your PPR. Do u want to take the risk of unnecessary delays?
I think I have already replied to your post somewhere else. Why do u say that u cannot stay in the ME w/out your pps for a short time? The pps+visa will return by 4-6 weeks from your CHC, u can always make some excuse with your employer to delay returning the pps to them.
Is your Visa Office London? If not, there can be a problem tough of getting the pps back eg. from Islamabad / Delhi, as they do not permit overseas shipment of pps. However, u can always take an 'emergency leave' from your employer, make some solid case & go to your country.
Caution: U r now in a crucial stage of case processing, do not complicate issues, if u can. But, yes... if delays r not a concern, plz feel free to 'change the visa office'.
Well all what you have to do is change of address as Qorax suggest, and send your Passport through Express Mail service form your new ME country to Canadian embassy when they ask for your Passport.
