Change the university to college international student

Hello everyone
I read something about the problems of changing the university to college when i have just study permit of a university and i must pass 1 semester this university after that they allow me to change is that true?
my lawyer said me is that ok when u come to canada before the starting of courses
It will start in may 2022 and i want to come
I would be happy if someone help me

If you want to switch schools on your current study permit, then you must complete at least one semester of studies at your original school. If you do not want to complete at least one semester of studies at your original school, then you must apply for a brand new study permit to study at your new school. You cannot simply come to Canada on a study permit and immediately switch schools. This is not allowed.
