change the applicant (spouse) address

Hello
My wife is Iranian and she has been living in the UK by student visa since 2 yrs ago. I know the processing time in London is 28 months VS 11 months by visa center in Ankara that assess files of people who live in Iran. My question and concern is: If my wife leave the UK and move to Iran and report the new address, will our file be processed by Ankara visa center or no?
Any body help me to reach the answer? Cheers

The 28 months for London is not a true reflection of the processing time. It is 28 months because a backlog of applications from Islamabad were sent there at the beginning of 2014 and as such London had to increase the processing time otherwise a lot of applicants would have been asking London why their applications are not approves.

To answer your other question CIC can send applications wherever they deem necessary, normally the country of citizenship of the applicant or the country the applicant lives in assuming they have been in the country legally for a year.
